டேக் கேர் தயாநிதி மாறன்...

அரசியல் சதுரங்கத்தில் காய் நகர்த்தலில் ஏற்ப்பட்ட சறுக்கல்கள் காரணமாக இந்தியாவின் இளம் தகவல் தொழில்நுட்பத்துறை அமைச்சர் தயாநிதி மாறன் தனது பதவியை இராஜினாமா செய்துள்ளார்...

கம்புயூட்டர் கூலி வேலை செய்யும் என்னைப்போன்றவர்களுக்கு இது இழப்புத்தான்...மேலே படியுங்களேன்..

* இரண்டு ஆண்டுகளில் முப்பது மில்லியன் டாலர் மதிப்புள்ள தகவல் தொழில்நுட்ப பிஸினஸை இந்தியாவை நோக்கி படையெடுக்க வைத்துள்ளார்...இதற்கு இவரது காண்டாக்ட்ஸ் மற்றும் அப்ரோச் கண்டிப்பாக உதவி செய்துள்ளது...

என்னதான் குடும்ப அரசியல் மூலம் வந்தவர் என்றாலும், ஒரு இளைஞர் தமிழக அரசியலில் வந்திருக்கிறார் என இருந்தேன். அதுவும் தகவல் தொடர்பு போன்ற அமைச்சகத்துக்கு 50 வயதுக்கு மேலானோர் கூடாது என்று ஒரு சட்டமே போடவேண்டும்.

For a balanced estimate of what the Telecom industry thinks of Dayanidhi's role as a minister,
see the following report in Business Standard.

A comment: Maran had been catapulted to this post by an atavistic policy of promotion by kinship affliation present in Indian politics; at the same time, by all means, he appears to have been an efficient minister. Though this is to his credit, the issue, however, is vastly different.

Read especially the criticism in the last para of this report: on conflict of interests. As per this issue, such a person would never have become Telecome or IT minister in a mature democracy (except in Italy where Silvio Berlusconi could become PM and the US where Dick Cheney who promotes Halliburton and nuclear plants could wage a war as Vice-President on Iraq to garner oil field contracts). The Indian reality is such that such a person as Maran (who partly owns a tv channel-cum-distribution giant) will run the telecom & IT ministry and get praise as well. However, ultimately, it is this conflict of various interests - among his vastly different roles as a kinship-affilidted politician, minister and entrepreneur - which did him in. The following report does bring it out, at least partially. Read on:

Telecom industry divided on Maran's exit

The telecom industry is deeply divided on the legacy of Communication minister Dayanadhi Maran - who resigned yesterday.

While GSM operators have supported Maran’s achievement, some CDMA operators say he has failed to deliver the goods and has only created hype. Says a senior member of the Cellular Operators Association of India (COAI) -which represents GSM operators:

“He was the first minister, who was not pro CDMA like a Pramod Mahajan or Arun Shourie but fair to both, and he fixed targets of growth which looked ridiculous initially but he pushed us and achieved it. That is why CDMA players were unhappy.”

But a senior AUSPI member who represents the CDMA operators says: “He was a GSM favourite, did everything to protect state-owned telecom companies and did not take decisions on many crucial issues which could jeopardise the industry. He just leveraged on decisions made by his predecessors like Arun Shourie like the unified licensing regime.”

No doubt both sides agree that his big failure was in not pushing through the 3G spectrum policy, which could jeapordise the growth of the industry in the future. Last year the Telecom Regulatory Authority of India (TRAI)
recommended a method of auctioning for 3G spectrum allocation - and promised that services will take off in June this year.

However, the Department of Telecommunications (DoT) which set up a committee has not been able to finalise a policy even though shortage of spectrum has become a serious issue-and no one expects services to begin this year. Maran was also slow in pushing through additional spectrum on 2G from the ministry of defense.

Worse, the DoT’s suggestion that more players should be allowed in 3G services has already raised the ire of operators. Both COAI and the Tatas have protested that new players should only be allowed after existing operators are given the scarce spectrum. Not only that, his moves to protect state owned companies by adding in a clause that spectrum on 3G would be reserved by them has also faced flak from some operators.

But critics say he failed on many other accounts too. Though Maran
publicly pushed for broadband-and was instrumental in giving a kick start to BSNL and MTNL to offer cheap broadband services across the country, he also declined to accept a Trai suggestion that the government go in for “unbundling of last mile connectivity.” That would have allowed private telecom operators to provide broadband services using BSNL and MTNL’s copper wires at a price, a move that could have dramatically changed the broadband penetration in the country.

Maran, they say, also failed to push through “number portability” (consumers could shift from one operator to another but with the same number) despite Trai’s recommendations because of opposition from GSM operators and state owned companies. And he also held up access deficit recommendations of Trai so that state owned enterprises could benefit.

Many operators have argued that while Maran was seen as a man who
wooed telecom investors to come to the country, on the ground he did hardly anything to push the crucial press note 5 (which detailed security restrictions) which would up FDI limit from 49% to 74%. Says a senior executive of a telecom company: “He delayed the whole process by 18 months and giving four extensions on the deadline for following the press note. It was only after the insistence of the PMO and the finance ministry that the issue was cleared.”

But his admirers say he was instrumental in pushing industry to
successfully fix tough targets-like 250 million subscribers by 2007 - which now looks clearly achievable. And while “India One”, his pet program to make STD calls all across the country at a uniform Rs 1 per minute by BSNL and MTNL might have not got a mass of subscribers, they created a perception that he was driving down tariffs for customers. Says a telecom analyst: “He pushed mobile operators on roaming to reduce their tariffs or face stiff action; he wanted tariffs to fall –which might have been tough for operators but good for customers.

Those who support him also say that he managed to attract over $12 billion in foreign direct investment (FDI) from global telecom and IT companies - many of them set shop in Tamil Nadu, his home. And it was only recently that he firmly announced that India was well on its way to bringing in an additional $6-10 billion (by 2010) by luring
semiconductor manufacturing plants to set base in India.

Surely Maran got top telecom companies-like Alcatel, Nokia, Siemens, Flextronics to make
major investments in the country.
But critics say that much of the large investments would come anyway as India becomes a large market. They say his tryst to make India a chip hub has not taken off – after he failed to make an impression on Intel to put in a large chip investment. “Most of the semiconductor projects
are promoted by individuals who do not have the cash to pull them though.”

Perhaps his biggest problem was the increasing clash of interest between his position as the telecom minister and the business interests of his brother
Kalanidhi Maran and his Sun TV empire (the largest TV and cable company in south India), which many alleged he supported.

After all, his critics say the it was his ministry which was responsible for frequency allocation for DTH operators and approvals for teleports to TV companies. It was the wireless and planning coordination cell under his charge which allotted TV companies a spectrum for uplinking and down-linking. And it was Trai which was responsible for regulating the cable and TV business and fixing tariffs of channels. It was this conflict which was getting too hot to handle.

நாட்டின் மேல் துளிக்கூட தனக்குக் கவலையில்லை; தன் குடும்ப நலனே முக்கியம் என்பதை கோபாலபுரக் கோமான் மீண்டும் ஒருமுறை நிரூபித்திருக்கிறார்.

தயாவின் இழப்பு தமிழகத்துக்கே பேரிழப்பு!
